According to the pipe network topology structure under fault conditions and the limited heating requirements, this paper establishes an optimization model for fault conditions with the goal of minimizing initial investment. The reduced gradient method is used for solving. The optimized value of the initial flow distribution is obtained by integrating the results of the normal condition optimization model. Through case calculations and comparative analysis with the minimum initial investment method, the minimum sum of squares method, and the equal sharing method, the results show that the average flow ratio under fault conditions of the method in this paper is 20% to 40% higher than that of the other three methods. The achievement rate of limited heating is 83.3%, while that of the other three methods is only 33.3%. However, while improving the transportation capacity, the consumption of pipeline materials of this method is 25% to 30% more than that of other methods.
